About Design by Heather T, she, sometimes, doesn't allow making freebies, so you have to read her TOU (when you can) before buying something.
About wendyp Designs, it is surprising, she allows qps and clusters freebie, but she says not for freebies. So i'll update this list putting her in the NO list
